i was thinking of getting the 60mm spotting scope/telescope, its 80 dollars. does that sound reasonable for a begginer?

Try taking it out during the day to start with. Point at a distant object (NOT the Sun – try a tree or house) and make sure you can focus it and get the finding scope aligned. Then try again at night.
